World Liberty Financial is going for a federal bank charter. The crypto venture co-founded by President Donald Trump wants its USD1 stablecoin under direct federal oversight. WLTC Holdings LLC filed a de novo application with the Office of the Comptroller of the Currency on January 6, 2026. Bloomberg and Reuters confirmed it the next day.
The proposed entity is called World Liberty Trust. It'd issue and custody USD1. Reuters reports the dollar-backed stablecoin has already surpassed $3.3 billion in circulation. That's in its first year.
Here's what an OCC national trust bank charter actually means. It's not a full commercial bank license. No consumer lending. It covers custody, fiduciary services, and asset management. For a stablecoin issuer, that's still significant. It's federal legitimacy. Purely offshore issuers can't claim that.
The Block noted the charter would bring USD1 fully onshore under a federal licensing framework. That framing matters right now. The GENIUS Act is moving through Congress. It's designed to create a federal licensing regime for stablecoin issuers. World Liberty Trust could get there first. Before the legislation even passes.
The OCC's already laid the groundwork. In 2020, the agency clarified that federally chartered banks may hold stablecoin reserves. In 2021, it confirmed national banks can participate in certain stablecoin payment activities. There's also a direct precedent. Anchorage Digital holds an OCC national trust bank charter with crypto custody capabilities. World Liberty Trust is following that same path.
Then there's the conflict-of-interest question. It's not going away. Bloomberg reporter Olga Kharif described World Liberty Financial as "the crypto venture co-founded by President Donald Trump." A Trump-linked entity is now pursuing a federal banking license. During a Trump administration. Lawmakers and market participants will be watching. That scrutiny has nothing to do with the application's regulatory merits.
The OCC's review takes months. The agency can request additional information before issuing any decision. The OCC's digital-asset licensing page already lists World Liberty Trust Company as an active application. Filing date: January 6, 2026.
A granted charter puts USD1 in rare company. It'd be one of the few stablecoins issued by a federally supervised entity. That puts it in a structurally different category than Tether's USDT. Tether has no U.S. banking license. Whether that regulatory credential drives DeFi adoption is a different question. Protocol communities will weigh federal legitimacy against the political counterparty risk. The issuer's profile makes that calculation complicated.
