Taiwan passed its first comprehensive cryptocurrency law on <a href="https://x.com/CoinDesk/status/2072228832191435121/" target="_blank" rel="noopener">July 1, 2026</a>. It&#x27;s called the Virtual Asset Service Act (VASA). The Legislative Yuan cleared its third reading. It&#x27;s now headed to the president for signing, per the Taipei Times. The mandate: 100% reserve backing for <a href="https://www.thecoinzone.com/stablecoins/stablecoins-are-primed-for-huge-growth-in-2025-heres-what-you-need-to-know/" data-wpil-monitor-id="2450">stablecoin issuers</a>. That puts Taiwan among the world&#x27;s strictest jurisdictions.
VASA establishes a formal licensing framework. Taiwan&#x27;s Financial Supervisory Commission (FSC) runs it. Exchanges, custodians, and wallet operators all need authorization. No license means serious trouble. Penalties reach seven years in prison. <a href="https://www.thecoinzone.com/news/south-korea-bithumb-record-aml-fine-suspension/" data-wpil-monitor-id="2453">Fines hit</a> NT$100 million, roughly $3.1 million USD. That&#x27;s per Taipei Times.
The <a href="https://www.thecoinzone.com/news/eu-crypto-rules-euro-stablecoins-unviable/" data-wpil-monitor-id="2454">stablecoin rules</a> are getting the most attention. Issuers must hold 100% reserves. They&#x27;re segregated. They sit at domestic institutions. Other issuers aren&#x27;t positioned as cleanly. They&#x27;d need to restructure holdings and custody arrangements to meet Taiwan&#x27;s domestic <a href="https://www.thecoinzone.com/tradfi/what-is-the-reserve-requirement-ratio-for-banks/" data-wpil-monitor-id="2452">reserve requirement</a>.
The timing matters. The U.S. Senate is advancing the <a href="https://www.thecoinzone.com/global-macro/nobody-trusts-treasuries-so-tether-stepped-in/" data-wpil-monitor-id="2449">GENIUS Act</a> (Guiding and Establishing National Innovation for US Stablecoins). It&#x27;s a federal stablecoin framework. Reserve standards. Licensing. The works. Its final form isn&#x27;t settled. Its passage timeline isn&#x27;t certain either. Taiwan&#x27;s law is already enacted. It gives U.S. legislators a concrete reference point, per CoinDesk.
Existing platforms aren&#x27;t facing immediate shutdown. VASA includes transitional provisions. Established VASPs can apply for licenses under the new regime. A defined compliance path exists, per CryptoBriefing.
Taiwan&#x27;s previous approach was lighter. <a href="https://www.thecoinzone.com/regulation/crypto-regulation-is-outdated/" data-wpil-monitor-id="2455">Crypto activity fell under anti-money laundering and registration rules</a>. VASA replaces all of that. It&#x27;s a full supervisory framework now. The law awaits presidential signature. Enforcement timelines aren&#x27;t confirmed yet. How the FSC will verify stablecoin reserves hasn&#x27;t been detailed in public reporting either.
