According to the draft law, the framework would establish licensing and supervision requirements for compliant firms. Strict prohibitions remain. The proposed regulations would ban cryptocurrency mining. Mixing services? Banned. FRW-pegged tokens? Banned. Crypto can&#x27;t serve as legal tender.
The National Bank of Rwanda&#x27;s enforcement action highlights a strategy increasingly common among emerging market central banks. They&#x27;re blocking uncontrolled digital asset flows.
