A bloc of Republican senators is threatening to derail the CLARITY Act. The bill is the Senate&#x27;s primary stablecoin legislation. Up to five GOP members are prepared to vote against it. Senators James Lankford of Oklahoma and Mike Rounds of South Dakota are among them. Widely circulated reporting, amplified across crypto social channels, confirmed their opposition. A cloture motion now targets a Senate floor vote in September 2025. That&#x27;s the first hard deadline on legislation most of the crypto industry assumed was a done deal.
The fight is over Section 404. That&#x27;s the CLARITY Act provision prohibiting yield payments on payment stablecoins. Direct or indirect. Banking trade groups want the language airtight. The American Bankers Association and the Independent Community Bankers of America have pushed hard on this. Their concern is simple. Consumers holding yield-bearing dollar-denominated digital assets could drain deposits from smaller regional banks. Those banks can&#x27;t compete at scale.
&quot;Research indicates that deposit flight driven by the widespread adoption of yield-bearing stablecoins could reduce consumer, small-business, and agricultural lending by one-fifth or more,&quot; banking trade groups stated in public commentary cited by <a href="https://www.bankingdive.com" target="_blank" rel="noopener">Banking Dive</a>, &quot;highlighting the stakes involved in ensuring that the statutory framework is both precise and robust.&quot;
There&#x27;s been movement. The Block reported in July 2026 that Coinbase said a deal was reached on Section 404 language. That could clear the path to a long-stalled Senate markup. But a negotiator deal isn&#x27;t a floor vote. Sixty cloture-proof votes are a different thing entirely. The holdout bloc makes that far from guaranteed.
This fracture doesn&#x27;t follow the usual partisan lines. It&#x27;s not Democrats blocking a crypto-friendly bill. It&#x27;s rural-state Republicans. Their constituents depend on community banking infrastructure. They&#x27;re pushing back against provisions that pro-crypto Senate leadership has championed. The ABA Banking Journal reported the industry&#x27;s core ask is technical but consequential. Refine Section 404. Close any language that allows &quot;interest-like payments&quot; to reach stablecoin holders through indirect structures.
CoinDesk reported in July 2026 that the Senate had already deferred the CLARITY Act once. Competing legislative priorities caused the delay. That adds more uncertainty to the September timeline.
The broader crypto market isn&#x27;t pricing this risk. LunarCrush social data shows the stablecoins category carrying an 88% positive blended sentiment score. Highest of any tracked sector. That optimism might reflect genuine confidence in the bill&#x27;s passage. Or it might reflect a market that hasn&#x27;t priced the possibility of a meaningfully weakened bill.
A CLARITY Act that bans or tightly restricts yield-bearing features reshapes the economics of on-chain dollar liquidity. Ethereum and Base-based DeFi protocols relying on USDC and yield-generating stablecoin mechanisms face a different regulatory environment. Different from what most participants are currently modeling. The September cloture vote is the first real test. The votes may not be there.
