There&#x27;s a tiered approach based on issuer size. Companies managing under $10 billion in outstanding tokens can opt for state-level regulation. There&#x27;s a catch. Those state frameworks must meet federal standards. Smaller issuers might avoid full federal oversight. They&#x27;ll still maintain minimum safety requirements.
This rulemaking&#x27;s a coordinated effort. The FDIC&#x27;s working with the Treasury Department and the Office of the Comptroller of the Currency. They&#x27;re implementing the GENIUS Act&#x27;s provisions together. One unified approach to stablecoin oversight.
