Binance co-founder Changpeng Zhao has a message for governments: issue your own stablecoin. He made the call publicly on <a href="https://x.com/DustyBC/status/2067498485461528747/" target="_blank" rel="noopener">X</a>. The post pulled more than 21,500 interactions. Zhao reportedly framed national <a href="https://www.thecoinzone.com/news/yield-bearing-stablecoins-regulatory-debate/" data-wpil-monitor-id="2206">stablecoin issuance</a> as a path toward government-backed on-chain settlement.
The timing isn&#x27;t quiet. U.S. lawmakers are pushing toward a <a href="https://www.thecoinzone.com/news/trump-fed-nominee-warsh-crypto-ties/" data-wpil-monitor-id="2203">stablecoin legislative</a> framework. Mainstream Latin American media is covering the topic at scale. Both things are happening now.
Zhao&#x27;s position on this isn&#x27;t new. Crypto.News reported in June 2026 that Binance has been signaling support for <a href="https://www.thecoinzone.com/defi/crypto-arbitrage/" data-wpil-monitor-id="2213">stablecoins pegged</a> to national currencies beyond the U.S. dollar. That&#x27;s a real shift. A Dutch-language profile from <a href="https://www.thecoinzone.com/news/compliance-blockchain-stablecoins-needed/" data-wpil-monitor-id="2209">Blockchain Stories in May 2026 noted Zhao once doubted stablecoins</a> entirely. Both sectors exploded anyway.
Washington is moving too. The CLARITY Act is Congress&#x27;s most serious attempt to define who can issue <a href="https://www.thecoinzone.com/stablecoins/what-are-stablecoins/" data-wpil-monitor-id="2208">dollar-pegged stablecoins</a>. It&#x27;s been working through the legislative process alongside the earlier <a href="https://www.thecoinzone.com/global-macro/nobody-trusts-treasuries-so-tether-stepped-in/" data-wpil-monitor-id="2205">GENIUS Act</a>. Galaxy Research tracked its momentum through mid-2026. A February 2026 Baker McKenzie briefing explained what prior delays revealed about U.S. <a href="https://www.thecoinzone.com/regulation/crypto-regulatory-clarity/" data-wpil-monitor-id="2214">crypto regulatory</a> pace.
Zhao&#x27;s push sits next to that debate. Not inside it. His focus appears to be on blockchain-native national instruments. That&#x27;s a different concept from permissioned <a href="https://www.thecoinzone.com/news/global-central-banks-support-powell-independence/" data-wpil-monitor-id="2210">central bank</a> ledgers. It&#x27;s not a CBDC pitch.
Demand exists. Azteca Noticias, a Mexican broadcast outlet with 18.4 million TikTok followers, posted <a href="https://www.thecoinzone.com/news/tether-launches-usat-stablecoin-american-market/" data-wpil-monitor-id="2207">stablecoin adoption</a> content. It pulled 24,573 interactions. That audience isn&#x27;t crypto-native. In Latin America, dollar-pegged stablecoins have become real savings tools. Currency instability drives that. The interest is genuine.
Now the <a href="https://www.thecoinzone.com/news/senate-crypto-bill-stalls-coinbase-withdraws/" data-wpil-monitor-id="2212">market structure</a> question. <a href="https://www.thecoinzone.com/stablecoins/fiat-backed-stablecoins/" data-wpil-monitor-id="2215">USDT and USDC dominate the stablecoin</a> landscape. Sovereign stablecoins could cut into that. They could also expand total on-chain usage by bringing new issuers and new users onto public blockchains. Both outcomes are possible. They carry different implications. <a href="https://www.thecoinzone.com/blockchain/what-is-metcalfes-law/" data-wpil-monitor-id="2204">Network effects</a> depend on liquidity concentration. Fragmentation threatens that.
There&#x27;s also an infrastructure question Zhao&#x27;s proposal leaves unanswered. Ethereum&#x27;s the primary settlement layer for most <a href="https://www.thecoinzone.com/news/stablecoin-volume-reach-1-5-quadrillion-2035/" data-wpil-monitor-id="2211">stablecoin volume</a>. Sovereign issuers building on public chains reinforces that. Sovereign issuers choosing alternative layer-1s or controlled infrastructure? That&#x27;s a contested settlement landscape. Which way governments go will say as much about blockchain geopolitics as monetary policy.
