A coalition of 78 U.S. banking groups sent a letter to Senate lawmakers on July 13. The message: tighten the CLARITY Act’s stablecoin provisions. The American Bankers Association and the Independent Community Bankers of America coordinated the effort. Seventy-six state banking associations signed on. Their core objection: dollar-pegged tokens are functioning as uninsured deposit substitutes.
They’re not asking for the bill’s defeat. According to the ABA’s joint letter, they want specific amendments. The priority: a stronger prohibition on stablecoin issuers paying yield or interest to holders. Yield-bearing stablecoins give issuers a competitive edge over insured deposit accounts. Without the same reserve requirements. Without the same consumer protections.
The coalition’s central fear is deposit flight. Stablecoins like USDC and USDT hold customer dollars. They promise redemption at par. The banks argue that makes them functionally identical to deposits. The difference is the FDIC backstop. Stablecoin holders don’t have one.
The ABA letter makes the stakes concrete for smaller banks. “For community financial institutions, the consequences of deposit flight are not theoretical,” it states. “Deposits gathered in cities, towns, and rural communities are reinvested through mortgage lending, small-business financing, agricultural credit, and other forms of relationship banking that support local economic growth.”
The ICBA’s been pushing the same position across multiple filings. In a June 12, 2026 statement, ICBA-affiliated state groups called out loopholes in the yield prohibition. Issuer affiliates or partner exchanges could effectively pay interest. Even direct issuers get barred. Those loopholes need closing.
The letter lands at a complicated moment. The Senate Banking Committee advanced the CLARITY Act on a bipartisan vote in May 2026. Senators Tim Scott, Cynthia Lummis, and Thom Tillis released the full bill text ahead of that markup. Now the CLARITY Act is moving alongside the GENIUS Act. Two parallel stablecoin bills. One contested legislative track.
The clash isn’t new. Bloomberg reported in May that banks and crypto industry backers were already fighting over the bill’s direction ahead of the committee vote. Stablecoin issuers pushed back hard against restrictions on Federal Reserve payment rail access.
Markets aren’t sweating it. LunarCrush signal data shows the Stablecoins social bucket tracking at 87% bullish sentiment. Highest reading across all tracked crypto categories. Social posts covering the banking coalition’s letter pulled more than 55,000 combined interactions. Wide awareness. No sentiment shift.
That confidence could get tested. The banking lobby’s amendments could make it into the final text. Stablecoin issuers would face structural constraints on supply growth and on-chain liquidity. DeFi protocols and institutional traders rely on USDC and USDT as their primary dollar layer. They’d feel it downstream. The version of the CLARITY Act that reaches the Senate floor decides everything.
