Introduction

Ethereum co-founder Joseph Lubin argued that low L1 fees are good for Ethereum. Critics cried capitulation. They're reading the wrong metric.

In a network engineered so that cheap blockspace drives mass adoption, low fees aren't a sign of declining demand. They're the strategy.

This guide unpacks that argument from first principles. You'll learn how EIP-1559's burn mechanics work, what EIP-4844 blob transactions changed about L2 economics, and how rollup activity on Optimism, Arbitrum, Base, and zkSync feeds value back into ETH even when L1 gas prices sit near historic lows. By the end, you'll have a clear framework for deciding whether today's cheap Ethereum blockspace is a bullish or bearish signal for your portfolio.

What Joseph Lubin Actually Said — and Why It Sparked a Debate

Joseph Lubin, Ethereum co-founder and ConsenSys CEO, has publicly argued that low L1 fees are a positive long-term signal for Ethereum's adoption strategy — not evidence of weakening demand. The crypto community's reaction was swift and skeptical. If fees are low, the argument goes, the network is underused. If the network is underused, ETH demand falls. Price follows.

That logic made sense in 2020. It doesn't hold in 2026.

The debate reflects a fundamental misconception about what Ethereum is trying to become. The old mental model treated L1 fee revenue as the primary signal of network health — the way toll road revenue signals highway usage. High fees equal high demand equal high ETH value. Simple, intuitive, and increasingly wrong.

The Ethereum Foundation's March 2026 post "How L1 and L2s can build the strongest possible Ethereum" addresses this directly. L1 and L2 aren't competitors. They're complementary layers. L1 provides security, finality, and data availability. L2 rollups deliver cheap, high-throughput execution on top of that foundation. The two layers are designed to work together.

Lubin's position aligns with that framing precisely. Cheap L1 blockspace isn't a symptom of network abandonment. It's evidence the architecture is functioning as designed.

How Ethereum L1 Fees Work: EIP-1559 and the Base Fee Burn

To understand why low fees can still be bullish for ETH, you need to understand the mechanics introduced by EIP-1559 (Ethereum Improvement Proposal 1559), which went live in the London hard fork in August 2021.

Before and After London

Before EIP-1559, Ethereum used a first-price auction model. Users bid gas prices, validators picked the highest bids, and fees were unpredictable — often wildly inflated during congestion. The model rewarded validators. It made transaction cost planning nearly impossible for everyone else.

EIP-1559 replaced this with a two-part fee structure:

Base fee: An algorithmically adjusted fee every user must pay. It's burned — permanently removed from ETH's circulating supply rather than paid to validators.

Priority tip: An optional additional payment to incentivize faster inclusion. This portion goes to validators.

The base fee adjusts automatically based on how full the previous block was, targeting 50% block utilization. Fees become more predictable. A deflationary mechanism ties directly to network activity.

What "Burning" Actually Means for ETH Supply

When ETH is burned, it's gone from circulating supply permanently. Since Ethereum's transition to proof-of-stake (the Merge, September 2022), new ETH issuance has dropped sharply. During periods of sufficient L1 activity, the burn rate can exceed issuance — making ETH net deflationary.

As of April through May 2026, according to ethereum.org's "Building on Ethereum in 2026" report, standard L1 gas prices are running near 0.15 to 0.5 gwei on average. Historically low. That reflects the migration of user activity to L2 rollups. Low base fees mean less ETH burned per L1 transaction. But total ETH burned is a function of both fee level and transaction volume — and L2 activity posting data to L1 contributes meaningfully to the volume side of that equation.

EIP-4844 and Blob Transactions: The Architecture Behind Cheap L2 Data

The single most important technical event for understanding today's fee environment is EIP-4844, introduced in the Dencun upgrade in 2024.

What Blob Transactions Do

Before EIP-4844, L2 rollups posted transaction data to Ethereum L1 using calldata — ordinary transaction data stored permanently in the EVM (Ethereum Virtual Machine, the computation layer that executes smart contracts). Expensive. L2s paid full L1 data costs for every batch they settled on-chain, which put a hard floor under how cheap L2 execution could get.

EIP-4844 introduced blob-carrying transactions. Blobs are packets of data attached to transactions, stored temporarily (roughly 18 days) rather than permanently in EVM state. They're cheaper to post because they don't bloat permanent L1 storage. The blob fee market also operates separately from the regular gas market. L2 data costs can stay low even when L1 itself is congested. That's a deliberate design choice, not a side effect.

The Cost Impact

According to the ethereum.org scaling roadmap (2026), L2 rollups now offer execution approximately 5 to 20 times cheaper than direct L1 transactions. Academic research published on arXiv in 2025 and 2026 studying fee elasticity effects across the London, Merge, and Dencun upgrade regimes confirms that Dencun represents a regime-level shift in L1/L2 cost dynamics — not an incremental improvement.

EIP-4844 structurally lowered the cost floor for L2 execution. This isn't a temporary market condition. It's a permanent architectural change that makes Ethereum-based applications competitive with Web2 cost structures for the first time.

The L1/L2 Flywheel: How Rollup Activity Feeds Back Into ETH Value

Every L2 rollup — Optimism, Arbitrum, zkSync, Base — settles its transactions on Ethereum L1. Every transaction processed on an L2 eventually generates L1 fee activity. Rollups post batches of transaction data via blobs, plus validity or fraud proofs. These postings require ETH to pay gas. Those blob fees feed into the L1 fee market and contribute to aggregate ETH burned.

As L2 adoption grows, blob transaction volume and settlement proof volume both increase. More L2 users create more L2 transactions. More L2 transactions create more L1 settlement activity. More L1 settlement activity sustains ETH demand and burn at the base layer — even as individual L1 user fees stay low. That's the flywheel.

According to CoinGecko's Blockchain Fee Earnings Report for 2024, blockchains collectively earned over $6.9 billion in transaction fees that year. Ethereum maintained fee earnings leadership despite the post-Dencun reduction in L2 data costs. The L1/L2 model doesn't cannibalize total fee revenue. It redistributes where in the stack that revenue is generated.

The Ethereum Foundation's 2026 Protocol Priorities Update, published February 18, 2026, explicitly identifies L1/L2 synergy as central to driving adoption and sustained network value. ETH is required to pay gas fees on L1 — including blob fees paid by L2s. Structurally, demand for ETH as a utility asset is tied to L2 growth, not just L1 congestion.

Why Low L1 Fees Are a Feature, Not a Bug, for Adoption

The adoption argument is the simplest and most powerful case for the low-fee strategy.

During Ethereum's 2021 bull run, average gas fees regularly exceeded $50 per transaction. Simple token swaps cost more than $100 during peak congestion. That pricing structure locked out retail users, users in lower-income economies, and developers building consumer applications where unit economics depend on sub-dollar transaction costs. Ethereum was powerful. Most of the world couldn't afford to use it.

The Ethereum Foundation's March 2026 post on the L1/L2 relationship argues directly that a cohesive system — L1 for security and data availability, L2s for cheap execution — is the correct model for mass adoption. The 2026 Protocol Priorities Update reinforces this. It identifies native account abstraction (a technical standard that lets smart contracts function as user wallets, dramatically simplifying onboarding) and L2 interoperability as adoption levers that only become viable when transaction costs are low enough for everyday users.

According to ethereum.org's roadmap and scaling pages (2026), rollups are now approximately 5 to 20 times cheaper than L1 execution. That cost reduction isn't incidental to the adoption strategy. It is the strategy. The network's total addressable market expands with every dollar that comes off the per-transaction cost.

The view that "gas fees can only go up" has been superseded by 2024 through 2026 data. As ethereum.org's scaling documentation shows, cheap execution on L2 is now understood as a prerequisite for practical adoption — not a compromise of network value.

What the Critics Get Wrong: Separating Fee Revenue from Network Value

The bear case on low fees is technically coherent. It's also incomplete.

The argument: lower L1 base fees mean less ETH burned per transaction. Less burn means less deflationary pressure. Less deflationary pressure means weaker ETH price support. Accurate in isolation.

Where it falls short is the volume effect. The relevant number isn't the fee per transaction. It's total ETH burned across all L1 activity — including blob transactions from L2s. Academic work on gas demand elasticity published on arXiv in 2025 and 2026 suggests that lower fees increase total transaction volume, potentially offsetting per-unit fee reductions in aggregate burn calculations. Standard price elasticity logic: lower prices, higher volumes, net effect on total revenue depends on how elastic demand actually is.

Kraken's March 2026 monthly market brief shows Ethereum maintaining a major share of L1 fee distribution even in a low-fee environment. The network retains economic relevance regardless of where individual gas prices sit.

There's a more fundamental point. Ethereum's value proposition isn't primarily as a fee-burning machine. It's as the settlement and security layer for a vast L2 ecosystem. A layer that holds that position commands a security premium regardless of L1 fee levels — the same way a central bank clearing system's value isn't measured by the per-transaction cost of the wires it clears.

Critics conflate the signal (fee per transaction) with the underlying value (indispensability of the settlement layer). Those are different things. The distinction matters for how you evaluate ETH as a long-term asset.

What Comes Next: Ethereum's 2026 Roadmap and the Long Game

The current low-fee environment isn't the endpoint. It's the foundation.

The Ethereum Foundation's August 2025 "Protocol Update 001 — Scale L1" blog post signals ongoing work to increase L1 throughput, which will expand blob capacity and further reduce L2 data costs. Future protocol upgrades are expected to increase the number of blobs allowed per block beyond EIP-4844's initial parameters. The adoption flywheel accelerates from there.

The February 2026 Protocol Priorities Update identifies three specific frontiers: native account abstraction, interoperability between L2s, and network resilience. These aren't abstract engineering goals. They're the friction points currently preventing Ethereum from reaching users who've never heard of a rollup.

Native account abstraction simplifies onboarding dramatically. Users can interact with Ethereum applications without managing seed phrases or manually setting gas limits. L2 interoperability matters because a fragmented ecosystem — where moving assets between Arbitrum and Base requires multiple steps and separate gas tokens — creates exactly the UX friction that keeps mainstream users away.

The long-term vision, articulated across multiple Ethereum Foundation blog posts, positions L1 as a global settlement and data availability layer. Conceptually analogous to TCP/IP or a central bank clearing system. Value accrues through indispensability, not per-transaction fee maximization.

The Takeaway

Ethereum's value accrual thesis has evolved. Investors still anchoring to 2021-era fee metrics are measuring the wrong thing.

The architecture Lubin is defending isn't a pivot or a concession. It's the system working as designed. L1 secures and settles. L2s execute cheaply. Aggregate ETH demand grows with the ecosystem rather than being capped by L1 throughput limits.

The right question for ETH holders isn't whether L1 fees are high enough today. It's whether the L2 ecosystem is growing fast enough to sustain aggregate ETH demand at the base layer. The CoinGecko fee data from 2024, the post-Dencun cost reductions documented on ethereum.org, and the Ethereum Foundation's explicit 2026 roadmap priorities all point in the same direction.

Cheap blockspace isn't a ceiling on Ethereum's value. It's the floor that makes everything built above it possible.
