How to Classify Any Project in 4 Questions

Does it provide infrastructure that other blockchains depend on? If yes, it is likely L0.

What is a Blockchain Layer 0?

Layer 0 refers to all digital technologies that make blockchains possible. The goal is to make networks functional, accessible, and interactable with each other. By achieving this, dApp developers find more innovation opportunities, which creates more token utility for users.

What is a Blockchain Layer 1?

Simple: Layer 1 projects are blockchains. Public blockchains are digital ledgers designed to easily read or add financial data and prevent changing the existing one. Each blockchain has a different consensus model to agree on what data to add, along with smart contracts to automate transactions without 3rd-party intervention.

Unlike applications, smart contracts are autonomous programs that don’t interact with users directly. Some smart contracts like Bitcoin’s only allow basic payments. Others like Ethereum’s allow us to develop complex applications.

Other Layer 1 blockchains include Solana, BNB Chain, Ripple (XRP Ledger), Monero, and Cardano. Each makes a different tradeoff on the scalability-security-decentralization trilemma. Cardano uses a formally specified layered architecture with explicit execution budgets, which trades raw speed for predictability and auditability.

Because new technology introduces new problems, Layer 0 protocols aren’t enough for blockchains to be scalable-secure-decentralized. That’s where Layer 2 protocols come in.

What is a Blockchain Layer 2?

A Layer 2 is a separate blockchain that settles its transactions on a Layer 1. It does not run its own independent consensus. Instead, it batches transactions, processes them off-chain, and posts a compressed record back to L1. The result is faster throughput and lower fees while inheriting L1 security.

Ethereum currently has more than 50 active L2 networks tracked by L2Beat. They split into two main types.

Optimistic rollups (Arbitrum, Optimism, Base) assume transactions are valid by default and only run computation if someone submits a fraud proof. Withdrawal times to L1 are typically 7 days because of the challenge window.
ZK-rollups (zkSync Era, StarkNet, Polygon zkEVM) generate a cryptographic validity proof for every batch. No challenge window needed. Withdrawals to L1 can settle in minutes to hours, and the proof itself is smaller and cheaper to verify on-chain.

Most L3s are dApps: DeFi protocols, NFT marketplaces, games, and social platforms. Some run on L1 directly (Uniswap originally launched on Ethereum mainnet). Others run on L2 to take advantage of lower fees (Uniswap now operates on Arbitrum, Optimism, and Base as well). Bitcoin's L2 ecosystem is narrow by design. The protocol prioritizes security and simplicity over programmability. Lightning Network handles micropayments fast and cheap but does not support complex smart contracts. Ethereum chose the opposite tradeoff: maximum programmability at the base layer, with L2s handling scale.

Neither choice is wrong. They reflect different design philosophies and serve different primary use cases.

Which Layer Should You Care About?

The answer depends on what you are trying to do.

If you are a user buying, trading, or using DeFi apps, you operate at L3. The layer beneath your app determines your fees and speed. An app on Arbitrum will be cheaper than the same app on Ethereum mainnet. An app on a ZK-rollup may have faster withdrawal times than one on an optimistic rollup.

If you are a developer building an application, your first decision is whether to deploy on an existing L1 (Ethereum, Solana, Cardano) or an existing L2 (Arbitrum, Base, zkSync). Deploying on L2 costs less per transaction but means your users inherit L2 assumptions. Is Layer 2 safer than Layer 1?
